I don't care what "legitimate" uses this thing is purported to be made for, if you can't use toilet paper, you don't deserve to use toilet paper. If you are unable to acquire the paper from the roll, what kind of success will you have applying it for its intended use?

As for the amount used; maybe the machine is set to "one-ply" so it needs to double up.
