It requires a valid email address to sign (the standard confirmation email system) together with a name, postal address and post code.

Since a post code is unique to around a dozen houses it is hard to make up a random address that would pass even the most basic sanity check. You could of course enter a valid but incorrect address however if they have a name and address then it becomes trivial to verify it against the electoral register so you would probably need the correct name for the address you entered.
I would assume they also log the IP address associated with someone signing and verify that the same domestic IP address isn't used for a different hundred physical addresses within half an hour.

In other words the site may not be perfect but is reasonably safe against the average man in the street trying to sign it multiple times and petty vandalism.
