It seems that they resell the internet (very small ISP). I don't know if you would have to pay for the access at your location (not enough info at TengoInternet).

I provide WiFi at my place, for free. All you get is a non-routable IP-address with a lot of ports blocked! (preventing P2P/Torrents abuse).
I'm willing to open ports, if someone has a very good reason. (Downloading music is NOT!)

You have to pay for extra IP-Addresses! Every customer gets normally one (1) address.
We pay about $80 per month for a "business account" with one IP-address. If i wanted 7 more addresses, we would have to pay about triple that amount for the same speed!
Much cheaper to use non-routable addresses! Much simpler too!

If you really need a routable IP-address, keep the dialup connection or talk to the manager in your location (but be prepared to pay a LOT for that service!)
