consists of using one's wireless phone as a modem while tethered to a USB port. I do this with my first-generation EV-DO handset and generally get about 400 Kbps downloads, uploads significantly slower. Sprint's Rev A would be faster but don't know if available in NOLA.

Regardless which carrier your friend goes with, he should confirm coverage at his house before committing. All the carriers will claim broadband data coverage in NOLA but that doesn't necessarily mean strong signal at his house.
