You see that big section in the northwest of the map where lots of numbers are allocated to individual companies? Those are the really early numbers. The "Various Registrars" section in the southeast isn't quite that old, but it's from the InterNIC time period, before the RIRs and ICANN. So they're assigned to various companies or telecoms in a relatively ad-hoc fashion. The sections that can actually be geo-mapped at such a high level are the ones that were delegated to the RIRs in /8 and larger chunks -- meaning that at the least you can figure it down to "Europe", "Asia/Pacific", etc.
