If his service plan for his cell phone includes internet access, and if his cell phone can act as a modem, and if he as a data cable to connect his cell phone to his computer, and if his cell phone has a decent talk-time, then the best way would be to hook his laptop to his cell phone, activate the connection, and voila. :-)
