When nature calls, how you name it, nobody with access to a appropriate room is allowed to deny the use of it. If you do, you can be sued for "Unterlassene Hilfeleistung" ("failure to render assistance"), afair. Of course it must be an emergency somehow (just having to pee is not an emergency, having to pee really urgently, or having problems with the bladder or kidney could easily be). But I'm not a lawyer, and this only applies for Germany. If one knows better, feel free to correct.
