Are there really enough qualified workers willing to relocate for what could be a year or more? If not, then whoever does work can gouge mercilessly for priority without any controls - which makes it seem wise to have some kind of control. Whether it is private citizens, insurance companies or a government agency that gets gouged, a free market with demand far outstripping any possible supply won't work properly.

Conversely - how long would it take for a welfare recipient to learn a trade well enough to be of use in NO? And how long is the crisis expected to last? Maybe it's just a matter of cost/benefit analysis to see where a bit more money spent on welfare could get some people off of them permanently.

How many trades people are on welfare around the country? Would welfare be able to spring for a bit of money to send some to NO? It seems to me that this would solve two problems at once. Or would this kind of coordination be too much government interference?
