If the people/system they talk to to get said validation takes time then you are waiting on the process. We do not know if it was the U.S.' Vogon style paperwork or if it was the U.S.' system waiting on a response from Canadas system... we do not know and to be honest at the most it would have shortened the time she was there but the ORIGINAL issue of her being taken in would still have happened.

I also would like to point out a definition of what a passport is. All a passport does, in most cases, is validate that you are you and show that you are in that country legally for that time period. It does not "instantly" validate you like a Jedi wave. Notice the repeated use of the term "to gain admission to that country"
