(20 MPH when light's flashing) the limits are in force all the time.

I don't recall any time-based exclusions or exceptions to "regular" speed limits, so yes, at 3 AM, 3 PM or any other time some id10t decides to blow through the speed zones. Maybe they'll slow down when it's really important.
