I'm also agreeing with what Lab rat says - government corruption and inefficiency is evident, and has come to be expected. This is NOT a good situation.

It's not like that everywhere. I'm giving my speculations on why there are problems that became evident, and what could possibly improve the situation. It is NOT a normal or expected feature of government - it seems to be endemic to certain places only.

As for why contractors and homeowners aren't just left to work out their own deals - if Capitalism could be expected to work well, then that is what would be the most efficient way of doing things. Unfortunately, this is not the case here. There are far too many opportunities for people in dire need to be taken advantage of. A free market economy will victimize too many people - so some oversight is needed. I'm sorry to hear that this oversight is not done well.

I'm sorry if I came across as trying to tell you (collective 'you') how to do things - that was not my intention. I was merely commenting on how the solution to bad government is not to remove government, but to fix the problems. No government, IMO, IS worse than bad government.
