It's quite difficult for governments to have a really efficient disaster programme. Before the disaster, nobody is really interested and during the disaster everything is, well, a disaster. This is true all around the world. The only realistic solution to this is to gradually build the physical infrastructure in such a manner to minimize the effect when the big one hits. (I.e., the dykes should have been continually improved, as was recommended by studies).
The one thing to note is that in industrialized countries in the west, local wealth results in rapid recovery (e.g. the Quebec Ice Storm) and in poor countries, local poverty means that the effects linger for decades (e.g. the effect of hurricane Mitch on the Honduras).
As for squandered aid money; it's generally true that when lots of money is thrown at a problem in a short time, much of it is wasted. Also, it is a little known dirty little secret that much of the money pledged to disaster zones during the first days of the disaster are eventually forgotten - never delivered - because people in the donor countries eventually move on to more important things, like the World Cup, Stanley Cup, Hilton Paris' latest antics, etc. |
