and that was not the way it was intended.

I was using that example to point out the reason that they *should* take the time to contact the proper authorities to validate her identity correctly. You have no idea how many criminals are caugt doing a routine traffic stop. They would do that for out of state Drivers licences, why not passports? They would have done the same thing if I had done what she did so where is the problem?

Here is how I see it broken down:
1)She broke the law by speeding and therefore got a ticket.
2)She broke the speed limit by 20+ MPH and therefore the seriousness of the offence was escalated.
3)She is a flight risk because she is from out of the state/country and many people from outside the state/country leave without paying tickets because the can get away with it. (and yes I know people from the U.S. who have done this in Europe too...)
4)If you and your department are unfamiliar with a passport/DL you would want to contact someone who *does* know that information to make sure it is all correct.
5) once all of the information was verified as correct and all proper policies and procedures were followed she was released.

I doubt any of this would have happend to the extreme it did if she has only been 10MPH over the limit.
