"Look at it this way: if it turns out that they had written a person with a fake Canadian passport a ticket and let them go, and they later on went and killed 15 people then everyone would be screaming about why the heck they didn't verify the passport to be valid? Better safe than sorry IMO. "

Better safe than sorry : why not put everyone in jail?
Eventually most of them will do something against the law, so why not put them in jail beforehand?
