In fact it's fairly rare but a casual hello to the person next to you and keeping your body language open is worth it. Obviously you don't want to force the situation, just don't be closed to it.

Any work people your age that you get on with? Failing that look for clubs and other groups that you may want to join.
e.g. Around here there is a website that is purely intended for socialising with new people. People organise activities, others sign up for them. I've seen everything from cooking classes to drunken cruises on the list, you end up meeting a real cross section of people.
