When it's a minor traffic violation. In most countries, there is a distinction between a traffic violation, and a criminal traffic violation. So, while speeding and running a light may seem like reckless to you, it is actually only reckless driving if the driver is arrested and successfully prosecuted for reckless driving. Of course, I have no idea what the local laws were. And I think speeding should be treated more harshly than it usually is.
