How things REALLY work, not how things are in happy pink fuzzy PM-land. Anytime you get gobs of money, layers of government/red tape, and a large population conditioned to "learned helplessness," you will have this sort of mess.

Make all the idealistic statements you want- and join the babble of college freshmen who can't claim to Know Better yet. Arguments on how the government should've handled this aside, do you have ANY argument on my original question: why shouldn't contractors and homeowners be left to work out their own deals?
