Could it be because of elected government officials appointing people to positions based on how much help they gave in the election? Or how well they agree with the political viewpoint?

What is needed is better oversight. Possibly some objective minimum requirements for appointed positions. Maybe even some rules limiting how much donations and help are allowed - some oversight limiting a politician's obligations?

I know - it sounds like more government, doesn't it? But if what you have doesn't work well, what can you do? Try to give it less funding and support, or fix it so it works? You obviously can't do both!
