Bureaucratic bungling is the rule, not the exception.
As for the "no price gouging" rule on supplies and skilled labor:
One of my clients is a contractor. He makes maybe $30K/year, but he's very capable (ahh, illegal immigration pushing down wages...)
Anyway, this kind man goes down to the hurricane area for a couple weeks with a church group to help re-build, for free. The church fundraises the materials and transporation for the crew. He's an independent contractor; no one gives him paid vacation.
Now, if he were to leave his family for months on end and go live in a hotel and build for PAY down there...you can argue he could be of a lot more "use" than a brief charity trip. Extra pay would be warranted for him and many others to take THAT job rather than build close to home.
But hey, that's "price gouging." *shrugs*
