It was the Finns who did the research which led to mandatory driving lights, and they found a huge reduction of accidents for cars with lights.
A gasoline engine will use some 300g fuel to make one kWh. Normal incandescent headlights use 90W. Turning off headlights will save you 27g gasoline per hour - provided you never regain any energy when slowing down. Whenever you brake with the engine, the car is still making electricity - from the otherwise lost braking energy.
But yet, if you spend many hours in the car every day it could mean 20-30 liters in a year.
