I always wondered where all the air came from when Superman blew on things to freeze them :) As for the strength of living things there, it wouldn't matter much as long as they stayed in the water. Walking about on land, especially upright, would pose problems. Also, bone loss is probably a more serious long term problem than atrophied muscles, and such a creature would presumably have a pretty impressive bone structure.
