For someone who has a very good understanding of the Constitution I am surprised that you would think that this is the right thing. The actual conduct of a war is the providence of the executive branch.

They also know that this bill will be vetoed and they can not override the veto, so all that they are accomplishing is leaving the military's funding in limbo while they play politics. This just causes a delay while they reintroduce the same bill without the time line.

I do think that there should have been a declaration of war in 2003. Personally I am quite sick of undeclared wars. That way congress couldn't talk out of both sides of their mouth.
