if the verb acts on the subject.
"The car was stolen" Subject is car.

Active voice:
"Someone has stolen the car" Subject is "someone", verb acts on direct object "car".

I don't agree with style guides that try to minimze the use of the passive voice. Used appropriately, it indicates emphasis on the object being acted upon, rather than an unknown actor.
