They had a rule of no p2p across the gateway. What that meant was they allowed us to run a gnucleus p2p network internal to the campus network (where we had tons of bandwidth).

They basically said don't do stupid stuff, and don't let it eat our internet bandwidth. It wasn't ever a problem, there were enough people on campus that we could relatively easily get what we wanted quickly.
