if they can prove you're illegally downloading copywrited content. It can take a while, but the stories propagate quite quickly when the catch people. I've used P2P on campus but only for open-source content (distros, programs, MMO's etc.). Besides, the library is usually deserted on a sunday afternoon. So you can get insane speeds to the desktop (or laptop in my case). If nobody's using it...
