He's not highly trained. At least not by my standards. My experience in the shooting community has been that most ( I do know exceptions to this) Law Enforcement Officers do not take gun handling seriously. Whereas civilians, specifically those inclined to carry in public, do and tend to train to levels that would be considered good for S.W.A.T. or Special Forces.
