If you read the rules of most state lotteries, they reserve the right to change the "guaranteed" amounts for the non-jackpot prizes to amounts based on parimutuel odds. If enough tickets were accidentally sold in this manner, it could cost the original ticket purchaser to lose some of their winnings.
