The cat weighs half-again as much as the dog, so it's not a matter of bullying. The dog was fixed at the usual age, the cat a little late because he was a stray. Yes, both are male. My parents' dog does that to my dad's leg, and not only was that also a properly-timed six-month-old surgery, their dog is female! It's a play behavior, with some dominance overtones, just like little kids can play in ways that don't mean anything sexual to them.
