Thunderbird with Lightning extension, if you want Outlook-like calendar behaviour (I can only tell you that Lighting works with Thunderbird 1.5.x.x, as I haven't upgrade to Thunderbird 2.0.0.0 yet).

Then there's been Evolution ported to Windows, which provides an Outlook look and feel.

If you are using Exchange, though, Outlook itself maybe a good solution (MS's products are well integrated).

As for the Outlook Problem: Are you using Group Policies? A Google surch didn't turn up any mention of your problem, not even at microsoft.com.
