is that at least some of these people don't want to get rid of the pet, but have to for some reason.

I once questioned the 'for sale' ads and a point was made that I think holds true. If you are selling your pet, you can be sure that the person taking it from you has at least some interest in spending the money required to take care of the pet.

If one just gives a pet away, anybody could take it even if they have no means to take care of it.

That being said, I would guess the 'adoption fee' is their way of saying 'for sale' but conveying that they wanted the pet, rather than that they are just trying to run a business.
