They've been offered discounts and services. Not money. You're saying they shouldn't have accepted the services?

That said, the folk running BSA are admin folk, often hired because they're professional people, and not necessarily because they're scouts/ex-scouts.

It's much like the unions -- Those in charge don't necessarily represent those they're supposedly administering.
