...if the user has a choice of where to save stuff, then if the data is on the server, it gets backed up. If it's on the workstation, it doesn't and the user assumes the risk. If the user has NO choice of where to save their data, then it'd better be backed up. No excuses. (Unless it's not an app that the admin approved for use.)
