First off accidents with firearms are WAY down and still dropping. The need for training for responsible gun owners is being met by private individuals. Now for the training requirement. The .gov decides to hold one training class a year in Huslia Alaska, cost is $5,000 per person and it's on a first come first serve basis no advance registration only 10 slots available. What do you have? Insurance: Premiums are set at $1,000 per year per gun. End result? Item 2: Currently firearm serials are logged whenever they are bought through a dealer on BATFE form Number 4473. I have participated in traces using these forms. Sometimes you hit a dead end sometimes you don't. Constructionists do not like the idea of filling out 4473s.
