1. That is why we have the instant check system. If you make it more expensive to the end user you are effectively doing the same thing for arms as a poll tax is for voting. The poor have just as much right to self defense as the middle class.

Back in the 19 century the intent of gun control laws was not hidden behind the facade of crime control. The UK enacted their first gun control laws to disarm the poor in London, in the US the southern states did it to disarm blacks.

2. We already do, it's just not centralized. This forces the police to get a proper warrant before tracing a weapon.
