1) allow greater freedom of ownership and use by allowing a significantly wider array of weapons to be legally owned, provided that the owner takes responsibilty for them ala car insurance, and aid in reduction of illicit firearm use as purchasers would have a modicum of training in firearm safety. this would not mean a list of owned weapons, merely a piece of id that says that you showed some authority that you can nto shoot yourself in the foot and aren't bats4

2) more of a question of why firearm serials are not logged like other dangerous items
