Historically licensing firearms has led to their confiscation. Something that the founders of this country felt was so abhorrent that they went to war when their government tried to confiscate their firearms. One of the first things a tyrannical Government does is divest it's subjects of it's means to overthrow the Government. For instance in Cuba when Castro took over one of the first things done was to tound up all the firearms dutifully registered under the Batiste regime. Other examples can be read here. By proposing such a thing as you have you bring yourself one step closer to invoking The Law of Unintended Consequences Finally Parker vs. DC disagrees with your idea.
