vaccinating all college students in the state against meningitis. Only five people died from meningitis. Is a person's life worth more than 600K? Probably. Can we afford it? No. That's where economics come in. That 600K could be used for other things that could save more than one person. Such basic self-protection is the city's responsibility. It's the individual's.
