and/or travel. If there's no FTL comms then the colonies may as well be independent. even if we COULD establish colonies at proxima it's 4 years travel time each-way for one message. Same with STL travel; the colonies would more or less be forced to operate independently. At that, Regency would be the best bet. but really it's only lip service at best. FTL travel I say it's a toss up between Confederation or Imperium as a matter of personal preference. My money's on Confederation.
