some questions you need to ask/answer:

1) How is the webcam going to connect to the internet (or share it's pictures)
2) Where is power coming from?
3) Does it need a waterproof case?
4) Do you already have computer equipment/camera?

The 2 biggest things when setting up a remote location are internet connection and power. Unfortunately, there aren't many wireless broadband solutions that are available (you could engineer a justin.tv type link, but that gets pricey).

Hardware wise, this setup will need a computer and a camera. The computer doesn't have to be very much, just enough to talk to the camera and the internet (I have a cam set up to watch our birds that is running on an old Celeron 400 gateway laptop with 128MB of RAM). The camera also doesn't have to be much, although I would recommend at least a 1.3 mega pixel camera so you can see some detail at work progresses.
