If it takes too long to send a message or get any where, like we're stuck with radio and sub-light transport, then each planet should probably be its own city state.

If message and travel time are reasonable then I say the city-states should be able to join a voluntary confederation for mutual defense and trade.

Although space is so big that piracy wouldn't be a big problem in the depths. You might see it in orbital areas, but then the local planet should be able to police its own gravitational influence. I really don't see much of a need for an interstellar government. What little there would be, could be covered by individual trreaties between planets.
