If I am reading it correctly then the trees are breaking down each department into its constituent compartments. The Army and the Navy are paid from the Deparment of Defense so part of the money allocated to the the total paid to the department of defense goes to those departments. If that is true then why isn't the Department of Defense receiving its pay from Congress. The table makes it look like the Department of Defense is allocating its own money directly from our taxes without first being allocated by Congress.
