That's why we're application programmers, after all.

Seriously, I'm not sure why some architecture/application vendors decided to "roll their own" DST support. Probably the biggest issue is with Java. The JRE has to be updated, because it does its own calcs. Perhaps this was to help insulate the JRE from various OS's? That way the Java code would have a consistent set of results regardless of the host OS?

Now, as for M$ and Outlook, I have no goram clue why they didn't just use their own OS hooks.
