From what I remember, talking to a former roommate who was a soldier, UN peacekeeping missions are chronically underorganized. Other missions just don't have the extremely effective media maelstrom General Dallaire as their spokesman. Are you enjoying the book? (If it's possible to enjoy it, as such.)
