It simply says that prevalence of weapons and crime is not related. I happen to agree with that. You can't reduce crime by adding weapons, and you can't reduce crime by taking away weapons. All you can do is escalate violence by adding weapons. I happen to be against that.

He lives in a culture where the ownership of guns is higher than anywhere else in the world. This would easily explain why he mentions the case of trying to reduce crime by taking away weapons, but not the futility of trying to reduce crime by adding weapons. His cultural bias makes the presence of weapons an already established fact.
