drug to an entire population without their knowledge, and without their consent, that will fundamentally change their lives. This wouldn't be targeted toward the ones who are instigating the violence, it would be targeted toward every single person in the region. And if any of that drug seeps into other water supplies, you're talking about an effect that could spin out of control.

And on top of that, there's not guarantee that it would stem any violence. Even more to the point, there are many indications that it would not. What's going on in the Middle East is as much about cultural identity, land rights, and history as it is about religion.
