It depends what is needed/wanted.
A terrible person can be a MAGNIFICENT leader (Hitler), a powerful military person can lead a nation (Napoleon), a humble person can inspire and give direction to millions of lives (Ghandi, Mother Teresa).
Currently, I wouldn't put my money on anyone in the US political system as a great leader. Bush is a pretty good one, if you look at his political record objectively, but he's nowhere near a great one. Obama has potential, but I believe DC will corrupt him and kill what's needed to be a great leader.
To be a really GREAT leader, you either have to have pretty much ultimate power, or utterly no power (ignoring the power to influence people ... That's common throughout. It's getting them to listen to you and how you enforce it that I'm talking about).
