Avoid HTML if at all possible, perhaps a nice ascii art with a link to the newsletter/mail on a webserver. (most clients will render an http address as a link)

If that's not possible (from what I gathered from your replies),
make sure it is standard and that it has a readable link at the top stating something like:
"If you cannot see this mail correctly please go to this link".
That can be in small print. But it needs to be there.

I use Kmail and Groupwise, both don't show HTML standard (groupwise is even bad at it), and not having a link like that at the top means I don't read the email.
Keep in mind to tell the manager who ordered it that he is now crossing a line in which he is telling his clients what to use...not very nice.
