the issues the would have involved the US and Russia pre-WWII would have been

Rival claims for the Pacific North West, what is now the states of Washington and Oregon and parts of Northern California

The purchase of Alaska in 1862 (look up Seward's Folly or Seward's Icebox)

Teddy Roosevelt's brokering of the peace in the Russo-Japanese war in 1905

US intervention in the Russian Revolution (support of the White Army, and landing of troops in Vladivostok and Archangelsk)

What could be considered the first Cold War during the ComIntern era, involving the US refusal to recognize the Bolshevik Government, and the ComIntern support for the American Communist Party from 1930-45. The reaction to this was the McCarthy Anti-Communist movement of the 1950's, involving the House Unamerican Activities Committee and the Holywood Blacklist.

If you're looking specifically at the 1917-1939 era, I'd suggest looking up the topics of ComIntern, the IWW (Industrial Workers of the World), and foreign interventions in the Russian Revolution.
