All off should be ID 0 which should be the first drive. Each jumper sets one bit in the SCSI ID.

SCSI allows for 16 devices (2^4) and it doesn't care what those devices are as long as they talk to the controller properly. The controller itself actually takes up one of those numbers (usually 7 for very good reasons that I'm not going to get into) so that leaves up to 15 devices (HD, Scanners, CD-ROMs, etc).

Check into the settings of the controller. If it's an Adaptec, hit <CTRL>A when booting and see what the boot device is set to.
