This is "just" music. Not a bunch of people hanging out on the lawn or on the decks, too... for just noise, I don't think calling the cops is needed. If it's a bunch of loud drunks milling about, that's more of a cop problem since you're not sure HOW disorderly they're gonna get and they're in a common area rather than someone's apartment.

In the long term, calling the management is better. Repeated noise complaints to THEM means they can build a file to pursue eviction. They do not WANT a bad reputation with the cops and tend to take a hard stance on noise complaints.

Almost half of weekends I am gone, so I don't necessarily hear all the crap that goes on. I may well check into the noise bylaws though. In a college town it's a pretty hotly contested issue.
